जिलाधिकारी सह अध्यक्ष, जिला स्वास्थ्य समिति सुब्रत कुमार सेन द्वारा सामुदायिक स्वास्थ्य केंद्र, मुसहरी की उपलब्धि विभिन्न सूचकांको में असंतोषप्रद रहने एवं जिला स्तरीय बैठकों में अनधिकृत रूप से अनुपस्थित रहने के संबंध में प्रखंड स्वास्थ्य प्रबंधक सामुदायिक स्वास्थ्य केंद्र मुसहरी कुमार कृष्णन से स्पष्टीकरण की मांग की गई थी। विभिन्न कार्यक्रमों यथा प्रसव पूर्व जांच, संस्थागत प्रसव परिवार नियोजन के कार्यक्रम, टीकाकरण, एनसीडी स्क्रीनिंग, एवं डीवीडीएमएस जैसे महत्वपूर्ण कार्यक्रमों में असंतोषप्रद उपलब्धि रहा।
अपेक्षित सुधार के संबंध में बार-बार प्रखंड स्तर पर बेहतर क्रियान्वयन हेतु कुमार कृष्ण प्रखंड स्वास्थ्य प्रबंधक सामुदायिक स्वास्थ्य केंद्र मुसहरी को निर्देशित किया जाता रहा परंतु उनके द्वारा इसकी अनदेखी की जाती रही। कुमार के कुप्रबंधन के फलस्वरुप प्रसव पूर्व जांच ,संस्थागत प्रसव, परिवार नियोजन के कार्यक्रम, टीकाकरण, एनसीडी स्क्रीनिंग एवं डीवीडीएमएस जैसे महत्वपूर्ण कार्यक्रमों में भी उपलब्धि औसत से भी कम रही। वर्तमान समय में सरकार द्वारा स्वास्थ्य कार्यक्रमों को सुदृढ़ करने के उद्देश्य से एचडब्लूसी में स्वास्थ्य के सूचकांकों को सुदृढ़ करने की कार्रवाई की जा रही है परंतु श्री कुमार द्वारा एचडब्लूसी के क्रियान्वयन में भी लापरवाही बरती गई जिससे अपेक्षित उपलब्धि दर्शित नहीं हो पाया।
प्रखंड स्तर की बैठकों में भी उनकी भागीदारी नगण्य रही है। फलस्वरूप पोषक क्षेत्रों में अपेक्षित उपलब्धि नहीं रहा । उनकी कार्य संस्कृति कोई सुधार नहीं हुआ बल्कि वे पूर्णरुपेण
अपने कार्य के प्रति उदासीन रहे एवं बार-बार बैठकों में अनधिकृत रूप से अनुपस्थित रहे। फलत: उक्त कार्यप्रणाली को गंभीर मानते हुए कुमार कृष्णन प्रखंड स्वास्थ्य प्रबंधक सामुदायिक स्वास्थ्य केंद्र मुसहरी के कृत्य को अनुशासनहीनता कर्तव्यहीनता एवं उच्च अधिकारियों के आदेश की अवहेलना माना गया।
लंबे समय से कुमार को चेतावनी देने के बावजूद भी उनके क्रियाकलाप में कोई सुधार नहीं हुआ। मामले की गंभीरता को देखते हुए अध्यक्ष, जिला स्वास्थ्य समिति सह जिलाधिकारी सुब्रत कुमार सेन ने प्रखंड स्वास्थ्य प्रबंधक सामुदायिक स्वास्थ्य केंद्र मुसहरी कुमार कृष्णन के विरुद्ध कड़ी कार्रवाई करते हुए उनकी संविदा तत्काल प्रभाव से पद मुक्त/ चयन मुक्त कर दिया।
