बिहार की नीतीश सरकार ने आगामी चुनाव को देखते हुए एक बड़ा एलान किया है. जिसके मुताबिक अब बिहार के प्राथमिक स्कूलों में स्कूल शिक्षकों के पदों के लिए केवल राज्य के निवासी ही आवेदन कर सकेंगे. किसी और राज्य के निवासी इस पद के लिए योग्य नहीं माने जायेंगे. इस संबंध में राज्य के शिक्षा विभाग ने एक प्रेस विज्ञप्ति भी जारी की है. सरकार के इस फैसले से राज्य के करीब 72 हजार प्राथमिक स्कूलों में केवल राज्य के अभ्यर्थी ही शिक्षक बन पाएंगे.
इस फैसले के आलोक में 18 अगस्त को, मुख्यमंत्री की अध्यक्षता में एक कैबिनेट बैठक का आयोजन किया गया था। इस बैठक में बिहार राज्य नगर प्रारंभिक विद्यालय सेवा तथा बिहार राज्य पंचायत प्रारंभिक विद्यालय सेवा नियमावली 2020 में इसका स्पष्ट प्रावधान कर दिया गया है. सूत्रों के मुताबिक बिहार शिक्षा विभाग को यह जानकारी मिली थी कि पहले जो नियुक्तियां हुई हैं, उनमें बड़ी संख्या में दूसरे राज्यों के अभ्यर्थियों को सरकारी नौकरी मिल गई. ऐसा इसलिए हुआ, क्योंकि राज्य के निवासियों के लिए कोई विशेष जिक्र नहीं था. इसी बात को संज्ञान में लेते हुए बिहार सरकार ने यह फैसला लिया है !
ज्ञात हो की इस नियम को लाने वाला बिहार पहला राज्य नहीं है. इसके पहले मध्य प्रदेश के मुख्यमंत्री शिवराज सिंह चौहान भी यह ऐलान कर चुके हैं. सीएम ने कहा था कि मध्यप्रदेश की सभी सरकारी नौकरियां सिर्फ राज्य के ही लोगों को मिलेंगी. इसके लिए जल्द ही जरूरी कानूनी बदलाव पेश किए जाएंगे.
