मॉडल डीड से जमीन के दस्तावेजों की रजिस्ट्री का विरोध के बीच चोरी-चुपके कुछ कातिब रजिस्ट्री के लिए दस्तावेज दाखिल कर रहे हैं. तीन दिनों में दूसरी बार गुरुवार को जब इस तरह का मामला सामने आया, तब विरोध में खड़े कातिब उग्र हो गये. शाम करीब चार बजे एकजुटता दिखाते हुए कातिबों ने ऑफिस के बाहर हल्ला-हंगामा शुरू कर दिया. मॉडल डीड के आधार पर दस्तावेज दाखिल करने वाले की पहचान करते हुए नाराज कातिब उनके गुमटी पर पहुंच गये.
इससे शाम करीब दो घंटे तक रजिस्ट्री ऑफिस में हल्ला-हंगामा होते रहा. कातिब एसोसिएशन ने उन दोनों कातिब को चिह्नित किया है, जिन्होंने मॉडल डीड से रजिस्ट्री के लिए दस्तावेज दाखिल करने का काम किया. उनके ऊपर 11-11 हजार रुपये का जुर्माना भी लगाया है. जुर्माना की राशि एसोसिएशन के अकाउंट में जमा होगा. दो दिन पूर्व भी एक कातिब ने चुपके से मॉडल डीड से रजिस्ट्री के लिए दस्तावेज दाखिल कर दिया था. मामले का खुलासा होने के बाद कातिबों का एसोसिएशन ने 11 हजार रुपये का जुर्माना लगाया था.
क्यों है मॉडल डीड से रजिस्ट्री का विरोध
सरकार ने एक सितंबर से जिले में होने वाले सभी रजिस्ट्री को मॉडल डीड के आधार पर तैयार दस्तावेज से ही कराने का आदेश दिया है. इसकी तैयारी जोरों पर है. सरकार का यह फैसला अगर लागू हो जाता है, तब कातिबों की उपयोगिता ऑफिस से खत्म हो जायेगी. 500 से ज्यादा कातिबों की रोजी-रोटी पर आफत हो जायेगी. सरकार के इसी फैसला के खिलाफ पिछले एक सप्ताह से कातिब एसोसिएशन विरोध कर रहा है. पहले 25 प्रतिशत तक दस्तावेजों की रजिस्ट्री मॉडल डीड से हो रही थी. विरोध के बाद यह भी रुक गया है.
