_पीड़ित की ओर से मानवाधिकार अधिवक्ता एस. के. झा कर रहे हैं मामले की पैरवी!_
मुजफ्फरपुर :- जब अस्पताल ने पीड़ित को मृत्यु प्रमाण-पत्र नहीं दिया, तो पीड़ित ने जिला उपभोक्ता आयोग में मानवाधिकार अधिवक्ता एस.के.झा के माध्यम से परिवाद-पत्र दाखिल किया, जिसपर सुनवाई करते हुए जिला उपभोक्ता आयोग के अध्यक्ष पियूष कमल दीक्षित और सदस्य सुनील कुमार तिवारी द्वारा अस्पताल के प्रबंध निदेशक को आयोग के समक्ष हाजिर होने के लिए नोटिस जारी किया गया।
पूरा मामला जिले के करजा थाना अंतर्गत रक्सा गाँव का है। इसी गाँव के बबन ठाकुर की पत्नी शांति देवी पिछले वर्ष 30 अगस्त को काँटी थाना क्षेत्र के हरचंदा चौक के पास सड़क दुर्घटना में घायल हो गई, जिसे ईलाज के लिए उसी दिन जिले के जुरन छपरा स्थित आसव हॉस्पिटल में भर्ती कराया गया, जहाँ पर ईलाज के दौरान बबन ठाकुर की पत्नी शांति देवी की मौत दिनांक 31 अगस्त 2023 को हो गई। तत्पश्चात मृतिका का पोस्टमार्टम भी एसकेएमसीएच में हुआ।
विदित हो कि परिवादी बबन ठाकुर ने वाहन मालिक के विरुद्ध काँटी थाने में प्राथमिकी भी दर्ज कराया, उसके बाद परिवादी बबन ठाकुर मृत्यु प्रमाण-पत्र के लिए अस्पताल का चक्कर लगाने लगा, लेकिन अस्पताल प्रबंधन द्वारा पीड़ित बबन ठाकुर को आजतक मृत्यु प्रमाण-पत्र उपलब्ध नहीं कराया गया। परिवादी का आरोप है कि अस्पताल प्रबंधन द्वारा उसे दौड़ाते-दौड़ाते परेशान कर दिया गया। अंत में थक-हारकर परिवादी ने मानवाधिकार मामलों के अधिवक्ता एस.के.झा के माध्यम से अस्पताल के विरुद्ध जिला उपभोक्ता आयोग के समक्ष परिवाद दाखिल किया। परिवादी का कहना है कि उसने अस्पताल प्रबंधन को अपनी पत्नी के ईलाज के लिए कुल पचहत्तर हजार रूपये का भुगतान भी किया था।
परिवादी ने अपने परिवाद-पत्र के माध्यम से मृत्यु प्रमाण-पत्र की माँग की है तथा आर्थिक, मानसिक व शारीरिक हर्जाना के मद में एक लाख रूपये का दावा भी अस्पताल पर किया है। आयोग के द्वारा अस्पताल के प्रबंध निदेशक को 9 सितम्बर को आयोग के समक्ष उपस्थित होने का आदेश दिया गया है। परिवादी के अधिवक्ता एस.के.झा ने बताया कि अस्पताल प्रबंधन के द्वारा मृत्यु प्रमाण-पत्र नहीं दिया जाना उपभोक्ता संरक्षण नियमावली के तहत सेवा में कमी की कोटि का मामला है। श्री झा ने बताया कि अस्पताल प्रबंधन के हिला-हवाली पूर्ण रवैये से परिवादी काफी व्यथित है। इन्हे हर हाल में न्याय मिलना चाहिए।
