नई दिल्ली: केंद्रीय गृह मंत्रालय ने सभी राज्यों के मुख्य सचिवों को पत्र लिखकर सूचित किया है कि कोविड-19 को लेकर केंद्रीय स्वास्थ्य मंत्रालय की तरफ से जो दिशा निर्देश 25 अप्रैल को जारी किए गए थे, अब यह आदेश 30 जून 2021 तक प्रभावी रहेंगे. केंद्रीय गृह मंत्रालय ने यह भी स्पष्ट किया है कि राज्यों में कंटेनमेंट जोन की सीमा तय करने का अधिकार राज्यों का होगा.
साथ ही मंत्रालय ने मुख्य सचिवों से यह भी कहा है कि यदि राज्य सरकार अपने इलाकों में किसी तरह की कोई छूट दे रही है, तो उन्हें बहुत सोच समझ कर लागू करें और इन छूटों को चरणबद्ध तरीके से लागू किया जाए.
केंद्रीय गृह सचिव अजय कुमार भल्ला की तरफ से राज्यों के मुख्य सचिवों को लिखे पत्र में कहा गया है कि पिछले दिनों यह देखा गया है कि कोरोना के मामलों में कमी आई है. लेकिन अभी भी सख्त निगरानी की बेहद आवश्यकता है. क्योंकि एक्टिव केसों की संख्या अभी भी ज्यादा है.
गृह मंत्रालय ने यह भी स्पष्ट किया है कि जिन राज्यों के इलाकों में पॉजिटिविटी रेट 10% ज्यादा है और अस्पतालों में 60% से ज्यादा बेड भरे हुए हैं, उन इलाकों को संवेदनशील घोषित किया जाए और राज्य सरकार का स्थानीय प्रशासन मामले क्यों बढ़ रहे हैं इसकी गहनता से जांच करें और उन्हें किस प्रकार से कंट्रोल किया जाए इस तरफ उचित दिशा में कदम उठाए जाएं.
मंत्रालय का कहना है कि जिन राज्यों में कोविड-19 के मामले ज्यादा हैं, वो केंद्र सरकार की टीम या राज्य सरकार की टीम जाकर स्थिति का आंकलन करें और जरूरत पड़ने पर कुछ समय तक रुक कर स्थिति का आंकलन कर समीक्षा करें. मंत्रालय ने उत्तर पूर्व के राज्य में कोविड-19 के मामलों के बढ़ने पर भी चिंता जाहिर की है.
केंद्रीय गृह मंत्रालय की तरफ से आज जारी किए गए निर्देश के मुताबिक सभी दिशानिर्देश पिछले महीने की ही तरह है और उनमें कोई भी बदलाव नहीं किया गया है. राज्यों में चल रहे लॉकडाउन को बढ़ाने या घटाने या फिर उसमें कोई ढील दिए जाने कि पूरे अधिकार भी राज्यों को ही दिए गए हैं. अब यह राज्यों को तय करना है कि वह अपने राज्यों में चल रहे लॉकडाउन में कोई ढील देना चाहते है या नहीं. माना जा रहा है कि राजधानी दिल्ली समेत आने वाली 1 जून से अनेक राज्य और केंद्र शासित प्रदेशों में चल रहे लॉकडाउन में काफी हद तक छूट मिल सकती है.
